Look for a process failure first
A spreadsheet is not automatically a poor choice. It can work when the responsible person knows the fields, changes are controlled and the next review is predictable. Count actual problems: missing next actions, conflicting copies, unreadable notes or changes nobody can explain. Do not treat the absence of a subscription as a problem in itself.
